Overview

Total Funding: $3B

NSF's core research account, $2.0 billion would go to research grants distributed through NSF's regular peer review process, and this will largely be to award grant applications already peer-reviewed and deemed of high quality but that could not be due to lack of funds.

  • $300 million to the Major Research Instrumentation program of competitively awarded instrumentation grants for university researchers
  • $200 million to restart the Academic Research Infrastructure program, for competitively awarded laboratory construction grants, primarily for universities.
  • $100 million to Education and Human Resources for:
    • $60 million to the Noyce Teacher Scholarship Program
    • $25 million to the Math and Science Partnerships program
    • $15 million to a new Professional Masters Science Program authorized in the America COMPETES Act
  • $400 million to Major Research Equipment and Facilities Construction to accelerate the construction of major research facilities with unique capabilities at the cutting edge of science

Major Research Instrumentation Program (MRI-R2) - Recovery and Reinvestment Proposals for MRI-R2 will be accepted for instrument development or acquisition in the range of $100,000 - $6 million. An institution may submit 3 proposals, of which a maximum of 2 can be for instrumentation acquisition. If 3 proposals are submitted, at least 1 must be for instrument development. An organization may also be included as a funded subawardee/subcontractor in another organization's development proposal at a level of 20% or less of that proposal's budget. Academic Research Infrastructure Program (ARI-R2) - Recovery and Reinvestment ARI-R2 will invest in the repair, renovation, or in exceptional cases, the replacement of existing research facilities. It will not support the construction of new research facilities. Organizations may submit one proposal, either as lead or as a sub-awardee but not both. Award range is $250,000 - $10 million. American Recovery and Reinvestment Act of 2009 (ARRA) Science Master's Program The Science Master's Program prepares graduate students for careers in business, industry, nonprofit organizations, and government agencies by providing them not only with a strong foundation in science, technology, engineering and mathematics (STEM) disciplines, but also with research experiences, internship experiences, and the skills to succeed in those careers.
